SIE Fund 10th Anniversary

Congratulatory message from the Secretary for Innovation, Technology and Industry


2023 marks the 10th anniversary of the SIE Fund. Since its establishment, the Fund has been a catalyst for promoting social innovation in Hong Kong. It connects different sectors of the community, including businesses, non-governmental organisations, academics and philanthropies, to address poverty and social exclusion as well as foster the well-being and cohesion of society through innovative solutions.


The Government attaches great importance to the development of innovation and technology (I&T), and actively promotes the widespread adoption and application of innovative technologies in Hong Kong. Over the past decade, many innovative projects under the SIE Fund have introduced novel products or services through the adoption of technology. These projects targeted at the pressing poverty issue and the needs of vulnerable groups, in line with the spirit of “targeted poverty alleviation”. For instance, the food support collaborative platform FOOD-CO offered food assistance to the grassroots individuals affected by the epidemic. The Fund also supports projects that promote intergenerational digital inclusion, effectively improving the elderly’s quality of life through technology. This year’s newly launched mobile application CharityToday combines search, application and electronic disbursement of subsidies to provide one-stop assistance service for those in need. The Fund has also supported numerous initiatives that promote I&T education, allowing underprivileged children to access and learn advanced technology, thereby sowing the seeds of innovation for their future academic and personal development.


The SIE Fund has achieved a lot in the past ten years. On the occasion of the Fund’s 10th anniversary, I would like to encourage social entrepreneurs, organisations and businesses to leverage on Government’s support to develop more innovative products and services, through the further use of technology and innovative ideas. By providing thoughtful and timely services to people in need, together we can contribute to enhancing their happiness and well-being.
